fractions test

Hi! Our class just started doing a new topic in math regarding fractions test and I did good for most homeworks we had but the latest one my professor gave hard so I'd appreciate if somebody will teach me to understand it! It’s a problem solving homework my math teacher gave out this day and it’s due next week and I tried doing it but still can’t get it right. I just can’t answer it easily unlike the other assignments. I had no trouble solving my past assignments but this particular assignment with specific topic of absolute values just gives me a hard time just knowing how to begin. I’m desperately in need of help. I’ll really appreciate if someone help me in discussing the steps and how to answer it in a systematic and clear way.
